Thank you very much for you message. As suggested by Marcus, I went through some of the reports which are on you website.

I am a PhD student working on the relations between basic income (BI) and democracy. That’s why I am so amazed at your project in QVelho ! It is fascinating !

As fas as I understood, since the beginning of you project you considered that it was important that the people get involve in its implementation and that’s why you organized popular assemblies. I have a few questions about these assemblies :

- they didn’t exist before the project ?

- how often did they meet ?

In the first year it was once a month, after this start to be in two month, but as we do always on weekends and people still work, after a while we do meetings only when we have some news or if the community ask to have it. If there is some question or new family to enter in the project.

- did they only talk about the project of also about general political and economical issues ?

It was mostly about BIG, but as we talk about BIG around the world and Brazil, sometimes has some questions and discussing about what govern do, or not do; if some researcher comes to talk with then; about rights.

- how many people participated ? Has the participation rate increased all along the project ?

We start with 27 person on October 2008, and in the end, on 2014, was 98. In the assembly not everybody participate because some are working or too old. But at least one person from the house comes to assembly, mostly woman.

- Were they other “democratic” mechanisms than the assembly?

Não exatamente um mecanismo, mas a abordagem do projeto como o projeto processo pedagógico de empoderamento que guarda similaridades e inspirações com a pedagogia libertaria freiriana pode ser considerado importante instrumento de construção da democracia em seu sentido mais profundo de conhecimento e exercício pleno dos direitos civis.

Not exactly a mechanism, but the project approach as a pedagogical process of empowerment that holds similarities and inspirations to Freirian libertarian pedagogy can be considered important instrument of democracy building in its most profound sense of knowledge and full exercise of civil rights.

In my research, I am interested in two questions :

1/ Is BI able to solve “save democracy” ?

2/ Is democracy important in implementing a BI?

For the first one, my major hypothesis are that BI (if high enough) contributes to : generate a sense of common membership, economic emancipation and more independence (free speech, bargaining power, etc.), more time for education, civic engagement, reflexion, development of collaborative economics, etc.

BI as a guaranteed right to all functions like sense of equality and identity not only private but communal, even when not in their ideal quantitative values, but within the quality standards, metodologicamentamente applied within the ideals principles.

As for economic and independence political as representative of empowerment capabilities are rather connected not only unconditional, regular and guaranteed income and its perception as such, but also directly related to the value in especially economic empowerment opportunities for the possibility of investing in their own small businesses.

  • For the second one, the hypothesis concern : people’s control and responsibilization regarding the evolution of the project, understanding of the meaning and purpose of the BI, social cohesion and trust (necessary for cooperation), self-esteem and self-fulfilment, better management of economic ressources, etc.

As the BI in QVelho was of 30 reais (which I guess is not enough to make a living in dignity ?), I am not sure your project can inform me on the political impact of BI.

However, you may have many elements to help me demonstrate that BI needs democracy to be efficient. The demonstration is the most difficult.. I should be able to prove that your project’s results would not have been as good without the democratic aspect (the assembly).

2. Fundamental. Renda Básica Incondicional não existe sem democracia. O que constitui o projeto como renda básica é sobretudo o reconhecimento da comunidade de que aquele rendimento corresponde a renda básica. E esse reconhecimento não existe sem o entendimento do que é a renda básica não como definição teórica mas como prática. Como relações sobretudo de confiança entre as pessoas. Esses ganhos de entendimento, capacidades e qualidade de relações não são homogenios, mas fortes o suficiente para manter o projeto como autogestionário .

O projeto não teria existido sem a democracia direta, porque os custos para implementar uma adminstração e fiscalização vertical ou centralizada estariam fora do nosso orçamento. Se você pensar em nós como cidadãos e não como entidade corporativa, você verá que a democracia não apenas é mais eficiente, mas é muitas vezes o único meio de um cidadão sem ser rico constituir um projeto de renda básica direta para outros cidadãos iguais a ele. Sem democracia direta é possivel realizar a renda básica, mas não para nós, mesmo sendo tão pequeno o custo de vida em certos lugares e para tão poucas pessoas.

Não creio que nenhum valor seja o suficiente para a dignidade de uma pessoa além daqueles que elas mesmo definam consensualmente entre si como tal e essa liberdade o projeto não pode prover. Porém em estudos feitos foi sugerido o valor ideal de 50 reais em 2010.

Não sei se passei esses estudos antes se o fiz peço desculpas mas segue alguns dados e estudos que creio poderem complementar as respostas.

Fundamental. Unconditional basic income does not exist without democracy. What is the project as basic income is primarily the recognition of the community that this income corresponds to basic income. And this recognition is not without understanding what is the basic income not as theoretical definition but as practice. Especially as relations of trust between people. These gains understanding, skills and quality relationships are not homogeneous, but strong enough to keep the project as a self-managed.

The project would not have existed without direct democracy, because the costs to implement a adminstration and vertical or centralized supervision would be out of our budget. If you think in us as citizens and not as a corporate entity, you will see that democracy is not only more efficient, but is often the only way a citizen without being rich to create a direct basic income project to other equal citizens like him.

Without direct democracy is possible to perform the basic income, but not for us, even being so small the cost of living in certain places and to so few people.I do not think that any amount is enough for the dignity of a person other than those that they even define consensus among themselves as such, and this freedom the project can not provide.

However, in the optimal value of 50 reais studies it was suggested in 2010.I do not know if I passed these studies before, if I did apologize, but follows some data and studies that I believe can complement answers.
